Dear Fellow Polish Americans,
Many members of our community worked both in the United States and abroad before retiring. Because of their foreign pensions, they were affected by the Windfall Elimination Provision and Government Pension Offset and waited many years for fairness in Social Security.
Now, after decades of waiting, some retirees are finally receiving restored Social Security benefits as lump-sum payments. Unfortunately, these long-overdue payments may be heavily taxed in the year they are received, creating an unexpected financial burden for retirees living on fixed incomes.
H.R. 7361 – the No Tax on Restored Benefits Act, introduced by Lance Gooden of Texas — would correct this problem. The bill would exempt these one-time restored Social Security payments from federal income tax, ensuring retirees can fully receive the benefits they earned.
For many Polish Americans who worked hard in both countries and contributed throughout their lives, this is an issue of basic fairness.
When our community speaks with one voice, Congress listens.
Let’s stand together to ensure retirees finally receive their restored benefits without being penalized by unexpected taxes.
Here is what we want you to do (1 - 4):
1. Share this message with fellow Polish Americans who receive foreign pensions, please.
2. Call your Representative

Droga Polonio,
H.R. 7361 – No Tax on Restored Benefits Act, propozycja zgłoszona przez kongresmena Lance Gooden z Teksasu – ma rozwiązać ten problem.

Subject: Request for cosponsorship of H.R. 7361 – No Tax on Restored Benefits Act
Dear Representative _______________,
I am writing to respectfully ask you to cosponsor H.R. 7631, the No Tax on Restored Benefits Act. Many retirees in our communities waited years—sometimes decades—to receive Social Security benefits that were delayed due to provisions such as the Windfall Elimination Provision (WEP) and the Government Pension Offset (GPO). Now that these benefits are finally being restored, many retirees are receiving them in one-time lump-sum payments.
Unfortunately, these long-overdue payments may be heavily taxed in the year they are received. For retirees living on fixed incomes, this creates an unexpected and often significant financial burden.
H.R. 7631 addresses this issue by exempting restored Social Security lump-sum payments from federal income tax, ensuring that retirees can fully receive the benefits they earned through decades of work and contributions.
This is a matter of basic fairness. Retired educators, public servants, and many Americans who worked both in the United States and abroad should not be penalized with unexpected taxes when they finally receive benefits that were long overdue.
I respectfully urge you to support and cosponsor H.R. 7631 to help protect retirees and ensure they receive the full value of the benefits they earned.
Thank you for your time and consideration. I appreciate your service and leadership.
Sincerely,

As a cosponsor of H.R. 82, you understand that many retired educators, public servants and foreign pension recipients have waited years—sometimes decades—for the benefits they earned. When these long-overdue payments are finally issued as lump sums, taxing them can create a significant and unexpected financial burden.
H.R. 7361 ensures fairness by exempting these one-time payments from federal taxes, protecting retirees who live on fixed incomes, and allowing them to fully receive the benefits they earned through years of dedicated service. This legislation would amend the Internal Revenue Code to exclude from gross income certain Social Security benefits restored under the Social Security Fairness Act of 2023.
